Ability to assign Group(s) to Fund records

    Description

      Purpose: For acquisition units to be restricted actions they need to be applied to records

      Note: This will require updates to the finance schema. When ready the stories will be related here.

      Acceptance criteria:
      0) Switch mod-finance-storage to mod-finance for groups API
      1)
      Given the group(s) have been created in the Finance app
      When creating or editing this record
      Then the user can assign one or many Groups to the Fund record

      Also check this story from UIF-89, which cannot be checked until this story is completed:
      Given the user is trying to delete a Group
      When clicking the caret menu in the view pane
      IF it IS currently linked to any fund records
      Then the "delete" button is disabled
      AND a message is displayed in brackets:
      "This group cannot be removed as it is currently linked to one or more Funds"
