Should not display budget "allocation date" field as it is NOT in the schema

Overview: When viewing a budget users can see the allocation date field. However, it cannot be edited by the user.

Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. Click the Finance app
3. Select a Fund
4. Select the current budget for that Fund, or create one
5. Observe the "Allocation date" field under the budget information accordion

Expected Results: "Allocation date" does not appear in view or edit form.

Actual Results: Allocation date is visible on the budget but cannot be set because there is no field in the schema
