Cannot edit budget "actions required" field

Overview: When viewing a budget users can see the actions required field. However, we don't see to display this field on the edit form anymore so there is no way to populate it.

Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. Click the Finance app
3. Select a Fund
4. Select the current budget for that Fund, or create one
5. Observe the "Actions required" field under the budget information accordion
6. Edit the Fund

Expected Results: "Actions require" does not appear in the budget view.

Actual Results: There is no "Actions required" field on the edit form but It still appears in the view
