Validations on FY, Ledger and Group.

Overview: Improving error messaging is needed. In this case the user is not shown any error but cannot save the record. This is very confusing.

Steps to Reproduce:

1. Log into some FOLIO environment as User with finance permissions.
2. Go to FY/Ledger/Group edit/create screen.
3. Enter value with <> symbols to the field with back-end validation (usually to Code field)

Expected Results:

If back-end returns error - show this to the user, under the field (like required)

Actual Results:

Form is silent and Save doesn't work.
