Limit selection of fiscal years during rollover to upcoming years

Overview: When choosing what year to rollover into users are getting confused by seeing past and current fiscal years in the dropdown list. system should only display the upcoming years as options

Acceptance criteria:
Given user is rolling over the ledger
When selecting a fiscal year
Then only upcoming fiscal years appear in the select list
