Allocation: set "To" budget as budget you are viewing by default

    Description

      Purpose: Budget Allocation Popup window: When we perform an allocation, the popup window doesn't pre-populate the "to" budget, so we have to scroll through the list of budgets to find the one we're trying to allocate to even though the only way to access this popup is through the action menu of a budget. As currently designed, this will be cumbersome when we have 700+ budgets to scroll through because there isn't a search function in the To box. Since we’re already “sitting” in a specific budget this is frustrating since it feels like an extra step. We’d prefer that the budget we traveled through to get to this window be set as the default in the To* box with the option to change to a different budget.

      Scenarios:

      1. Scenario:
        • Given user is viewing budget XYZ
        • When triggering "Allocation" action
        • Then modal appears with "To" field populated by budget XYZ
        • AND user can change it if needed
