Add label to transaction type "Rollover transfer"

Overview: When rolling over a ledger the system can create transactions of the type rollover transfer. The transaction type should have a label in the ui like other transaction types.

Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. Run a fiscal year rollover
3. Make sure to roll a current budget available amount as a transfer
4. complete rollover
5. View new budget transaction log

Expected Results: Transaction type in result list displays as "Rollover transfer"

Actual Results: Transaction type in result list displays as "ui-finance.transaction.type.Rollover transfer"
