Editing a budget clears all values

Overview: Editing a budget seems to clear all values from the display. The transactions still appear in the transaction log.

Steps to Reproduce:

1. Log into some FOLIO testing
2. Click finance app
3. Click Funds
4. Select a fund with some transaction activity
5. Select budget view
6. Click edit in the action menu
7. Change allowable encumbrance to anything
8. Click save

Expected Results: Changes are saved to the budget and over encumbered/ over expended values are updated correctly

Actual Results: Changes are saved but all budget values are zeroed out.
