Allow user to intentionally reset budget allowances during rollover

    Description

      Purpose: User may not always want to update the budget allowance percentages for the coming year. This will allow them to indicated that they want to so there aren't forced to add a value

      User story statement(s):

      As a user that is rolling over Ledgers,
      I want to be able to indicate that all new budgets of a certain type should have specific allowance limits, or not
      so that I do not update all budget allowance percentages unitentionally

      Scenarios:

      1. Scenario:
        • Given user is configuring rollover settings for a ledger
        • When looking at Rollover budget table
        • Then they see a toggle for "Set allowances"
      2. Scenario:
        • Given user is configuring rollover settings for a ledger
        • When set allowances = true
        • Then Allowable encumbrance % and Allowable expenditure % are active editable fields
      3. Scenario:
        • Given user is configuring rollover settings for a ledger
        • When set allowances = false
        • Then Allowable encumbrance % and Allowable expenditure % are inactive fields

      Note: User may set allowances as a percentage or as Null. Currently 'null' means the budget will be unrestricted. This is the main reason we need a toggle. If not users may unknowingly set budget allowances as null.

      Note: If user DOES NOT check set allowances the system should set them based on the previous years budget. If their is no previous budget set them to 100%
