Manually release encumbrances

Overview: It is possible the library will want to disencumber orders at certain times during the year. Specifically for ongoing orders that may never be closed.

Acceptance criteria:
Scenario 1
Given user has permission "Finance: Manually release encumbrance" to release encumbrances (New permission required)
When viewing encumbrance transactions in the transaction view
Then the "Release encumbrance" action appears

Scenario 2
Given user has permission "Finance: Manually release encumbrance" to release encumbrances (New permission required)
When clicking release encumbrance
Then the user is intercepted by the confirmation modal
AND must confirm to complete action
