Update Fiscal year view to include more summary information

Overview:

Identify more financial detail in the fiscal year summary to improve the users ability to manage financial activity, daily operations and fiscal year rollover

Scenarios:

1. Scenario
   • Given The user has created a Fiscal year
   • When viewing the fiscal year details view
   • Then the user sees a Financial summary accordion and it includes 2 tables
     • Funding information
     • Financial activity & overages
2. Scenario
   • Given The user has created a Fiscal year
   • When viewing the fiscal year view
   • Then the financial summary accordion displays "Cash balance" and "Available balance" below these 2 tables
     • Cash balance (Total Funding minus Expended) (Summary of all related budgets)
     • Available balance (Total Funding minus Unavailable) (Summary of all related budgets)
3. Scenario
   • Given The user has created a fiscal year
   • When the Financial summary accordion includes Funding information and Financial activity & overages tables
   • The tables include the following values
     • Financial information
       • Initial allocation (The amount of the first allocation made to this budget) (Summary of all related budgets)
       • Increase in allocation (The sum of all allocation transaction amounts made TO this budget not including the Initial allocation) (Summary of all related budgets, ignoring any allocations between budgets. This is total of allocations INTO the fiscal year)
       • Decrease in allocation (The sum of all allocation transaction amounts made FROM this budget not including the Initial allocation) (Summary of all related budgets, ignoring any allocations between budgets. This is total of allocations OUTOF the fiscal year)
       • Allocated (The sum of all allocation transactions amounts) (Summary of all related budgets)
       • Net transfers (The sum of all transfer transactions amounts) (Summary of all related budgets) Not applicable to fiscal year because all transfer must happen inside the fiscal year, ie. this would always be 0
       • Total funding (The sum of Allocated + Net transfers) (Summary of all related budgets)
     • Financial activity & overages
       • Encumbered (The sum of all encumbrance transaction amounts) (Summary of all related budgets)
       • Awaiting payment (The sum of all pending payment amounts) (Summary of all related budgets)
       • Expended (The sum of all Payment amounts less credits) (Summary of all related budgets)
       • Over encumbered (The total amount encumbered minus the Total funding) (Summary of all related budgets)
       • Over expended (The total amount expended minus the Total funding) (Summary of all related budgets)
