Allowable expenditure/encumbrance display as 0% when not set

Overview: Allowable expenditure/encumbrance display on budget view as 0% when not set

Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. Click finance application
3. select a Fund with a current budget
4. edit the budget
5. Delete the values from Allowable expenditure/encumbrance fields
6. Save budget
7. View budget details

Expected Results: Allowable expenditure/encumbrance fields display a "-"

Actual Results: Allowable expenditure/encumbrance fields display 0%
