Display expense class information on Group view

Purpose: Requirement from the UX ticket: _A group will summarize the expended amount associated with an expense class for all funds in that group with that class
Need to see the expended value at this level and percentage of total expended for the group_

As a librarian

I want to see expense class information for Groups

so that I can quickly see how much a group is spending on certain expense cases

Scenarios:

1 Scenario:

• Given you have perms to view Group details

• When Group has one or more Funds with a budget in the current fiscal year that has one or more expense classes

• Then user can see expense classes accordion below the Fund accordion

2 Scenario:

• Given user has perms to view Group details

• When Group has one or more Funds with a budget in the current fiscal year that has one or more expense classes

• Then user can see all expense classes in a table with information seen in screenshot

• Then Expended is calculated by SUM of Expended for that expense class against each budget in the group
