Display expense class information on budget view

Overview: As expense types are used for any given fund in a fiscal year. The system will need to summarize their financial activity to each funds budget in that year.

Acceptance criteria
1)
Given user selected a fund that has one or more expense classes
When viewing the budget(s)
Then there is an Expense classes accordion on the view

2)
Given user is viewing a fund that has one or more expense classes
When expanding expense class accordion
Then all expense types display in table

3)
Given user is viewing a fund that has one or more expense classes
When there has been any activity for an expense class
Then all totals appear in the table, including:

• Encumbered
• Awaiting payment
• Expended
• Percentage of total expended
