Display transaction amounts that subtract from the budget in '()' and no negative numbers

      Description

      Overview: there are many different types of transaction that can remove value from a budget and some of them can be positive or negative. This makes it difficult for a user to quickly identify what transactions are money leaving and what are money coming in.

      Acceptance criteria:
      Given the user is in the transactions view
      When system displays amounts in result list
      Then all transactions amounts that decrease the value of the budget are displayed in brackets '()'
      AND not with negative '-' symbols in front of them.

      Note: This Does not simply mean all negative numbers should be in brackets. A negative allocation from budget A to budget B would show as negative on budget A but is actually money coming into budget A and should not display with a "-" or with '()'.
