Select active status by default when creating financial records

Overview: Creating Fund structures can be time consuming and generally Ledgers, Groups, and Funds are created as active.

Acceptance criteria:
Given a user wants to create a Ledger
When clicking new
Then create form displays with status "active" automatically selected.

Given a user wants to create a Group
When clicking new
Then create form displays with status "active" automatically selected.

Given a user wants to create a Fund
When clicking new
Then create form displays with status "active" automatically selected.
