Ledger groups table not scrolling - showing a maximum of 10 groups

    Description

      How to reproduce:
      Open finance
      select group
      Create 11 new groups
      Edit a Fund
      Assign fund to all 11 groups
      Make sure fund has a budget for the current fiscal year
      Select ledger

      Actual: Groups table only displays 10 of 11 groups and there is no way to scroll and see the 11th group.

      Expected: the table has a horizontal scroll that allows the user to see all groups in the table.
