Add "inactive" status support to the Budget view/edit screen

Overview

According to the MODFISTO-42 the budget should be able to inherit all possible statuses from the fund. For this purpose, the value "Inactive" has been added to the enumeration for the "budgetStatus" field.

Acceptance criteria

• "Inactive" status can be displayed on Budget view
• "Inactive" status appears in "budget-status" select list
