Restrict editing options on usage data providers

When creating/editing usage data providers in the UI, the following use cases should be implemented:

1. If report release 'Counter 4' is selected, the input field for 'API key' should be disabled, also no value should be stored in 'apiKey' on clicking save.
2. If report release 'Counter 5' is selected, it should only be possible to enter a value for 'Requestor ID' or 'API key'. Also, on clicking save, only one of these values should be set.
