    Description

      As upload functionality is moved from the detail view page to the actions menu, the accordion "Statistics upload" becomes empty and will be deleted (see UIEUS-250)

      The current hierarchy in the "Statistics" accordion is too large/unclear.

      The "COUNTER reports" and "Non-COUNTER reports" should be moved to the top level:
