Able to still create new EBSCO KB credentials although permission [Settings (eHoldings): Can create, edit, and view knowledge base credentials] is not assigned

Create a user with the following permissions assigned:

• eHoldings and ERM permissions
• eHoldings: Can create and delete custom packages and titles
• eHoldings: Can edit providers, packages, titles detail records
• eHoldings: Can select/unselect packages and titles to/from your holdings
• Settings (eholdings): Can create, edit, and view access status types
• Settings (eholdings): Can create, edit, view, and delete access status types
• Settings (eholdings): Can create, edit, view, and delete custom labels
• Settings (eholdings): Can view access status types
• Settings (eholdings): Can view custom labels
• Settings (eHoldings): configure root proxy setting
• Settings (eHoldings): display list of settings pages
• UI: eHoldings module is enabled

Go to Settings > eholdings

Actual outcome: New button displays.
