Choose custom package - batch load packages

As a librarian
I want to see a full list of packages
So that I see and pick a needed package

Requirements

• Apply to a Choose custom package component
• When a user does not type anything in search box - show a list of 100 first packages
• When a user types something in search box - perform a search with filter by name
• Needs to support retrieving more than 100 packages
