Description

Steps to Reproduce:

Go to eHoldings
Open Packages search
Enable filtering by Tags
Open devtools
Select two or more Tags in Multiselect dropdown
Observe search requests

Expected Results: requests are sending Tags in following format: ?q=&filter[tags]=important&filter[tags]=urgent
Actual Results: requests are sending Tags in following format: ?q=&filter[tags]=important%2Curgent
Additional Information: Should also verify searching in Titles and Package Show page
