Custom labels settings permissions

Create the following Custom labels settings permissions

• Settings (eholdings): Can create, edit, view, and delete custom labels
• Settings (eholdings): Can view custom labels

Acceptance criteria

Given I have been assigned the permission: Settings (eholdings): Can create, edit, view, and delete custom labels
When I go to Settings > eholdings
Then show the Custom labels option
And I should be able to create, edit, view, and delete custom labels

Given I have been assigned to the permission: Settings (eholdings): Can view custom labels
When I go to Settings > eholdings
Then show the Custom labels
AND I should be able to view Custom labels
BUT not be able to create, edit, and delete labels

Given I have not been assigned to the permissions: Settings (eholdings): Can view custom labels and Settings (eholdings): Can create, edit, view, and delete custom labels
When I go to Settings > eholdings
Then do not show the Custom labels option
