Tags: Searching - List of Tags should reflect newly added tag - created on detail pane

This issue can be observed at https://folio-snapshot.aws.indexdata.com

Search for a Provider (for example abc)
Select Provider `ABC Chemistry`
On `ABC Chemistry` Detail record add and assign a new tag
Make selection from Tags filter (in search Panel)
Observe newly added tag is not available from tags filter

Expected Behavior:
Tags filter in Search&Filter panel should reflect newly added tag
