Tags: Display on all Create Custom Package/Title Detail Record Views

As a librarian
I want to create/add/remove a tag(s) on a create custom title or custom package record
So that I can make all my changes at once.

Requirements

• Display Tags Accordion first position
• Use same component that is on View record
• User should be able to add an existing tag, create a new tag, or remove a tag to/from custom package
• If a managed/custom title is removed from a custom package then the managed/custom title should not contain any tags AND it should not impact any tags assigned at the custom package level.

Acceptance Criteria
Given I am on a create custom package record
When I add an existing tag, create a new tag, or remove a tag to/from the record
AND hit Save
Then update the record with these changes.

Given I am on a create custom title record
When I add an existing tag, create a new tag, or remove a tag to/from the record
AND hit Save
Then the custom resource created should display tag
