Tags: Display on all Detail Record Edit Views where isSelected = true

As a librarian
I want to create/add/remove a tag(s) on a detail record when in edit mode
So that I can make all my changes at once.

Requirements

• Display Tags Accordion [first position] when isSelected = true
• Use same component that is on View record
• User should be able to add an existing tag, create a new tag, or remove a tag from the following records
  • Provider (managed and custom)
  • Package (managed and custom)
  • Title+Package (managed and custom)
• Only display on Edit Detail Views where isSelected = true
• If a user unselects a package/title+package then remove tags and Tags accordion

Acceptance Criteria
Given I am on the ProQuest provider record
When I click Edit
Then display Tags accordion and any tags saved to the record

Given I am editing the ProQuest provider record
When I add an existing tag, create a new tag, or remove a tag to/from the record
AND hit Save
Then update the record with these changes.

Given I am on the Academic Search Complete package record
When I click Edit
Then display Tags accordion and any tags saved to the record
