Implement Ability to select the coverage date to use and/or coverage statement to use (show)

As a librarian
I want to be able to determine which dates to use for full text linking and how the dates display to the patron.

Requirements

– If a user edits Title-Package (Managed) Detail Record Then allow the user to choose which date (Managed Coverage Date or Custom Coverage Date) to use [Example - https://folio.frontside.io/eholdings/resources/988-6882-1020034/edit]
– If a user edits the Title-Package (Custom/Managed Detail Record) Then allow the user to choose between a date or coverage statement to display on the Patron facing UI [Example - https://folio.frontside.io/eholdings/resources/988-6882-1020034/edit]
– If a user views a Title Package (Managed) Detail Record then display the selected dates and coverage statement (if one has been entered) [Example - https://folio.frontside.io/eholdings/resources/988-6882-1020034]
– If a user views a Title Package (Custom) then display the custom coverage (if one has been entered) and coverage statement (if one has been entered)
