Steps to Reproduce:

Create a user who has permission "eHoldings: Can view Usage & analysis data for packages, titles and resources"
Log in as this user

Expected Results:

The Eholdings app is displayed in the app bar

Actual Results:

The Eholdings app is NOT displayed in the app bar
