    Description

      Happens in all environments

      1. Go to Settings > eholdings > Usage Consolidation
      2. Usage ID has no value entered
      3. Enter a random value in Usage ID
      4. Click Save

      Expected result: Display an error message. See UIEH-968

      Actual outcome: Nothing displays... no indication that the record has been updated or an error.
