Project setup

Overview: Create and set up the GitHub repository.

Follow instructions defined in Create a new FOLIO module and do initial setup

Acceptance criteria:

1. ui-data-export repository is created and added to the community CI (Jenkins);
2. Team developers have sufficient permissions to create and merge branches, create releases, etc;
3. Boilerplate files (README, LICENSE, CONTRIBUTING, Jenkinsfile, etc.) have been created;
4. Permissions should be configured in order to be able to see the module on the environment;
5. App should be added to the platform-complete;
6. App should be added to the stripes-cli;
7. App should be listed as a part of folio environments (folio-testing, folio-snapshot) and have an application section with text ("Data export") and settings section;
8. ESLint statically analyzer is configured and checks are run as a part of Jenkins pipeline;
9. BigTests testing environment is set up and tests are run as part of Jenkins pipeline;
