Initiate the export job process once the user has selected file (without integration with the backend)

Purpose:

To have the code in place which:
1) initiates the uploading of the file with UUIDs to the server;
2) initiates the process of running the job (via the API call to the server) if the call described in 1) was successful;
3) display a loading indicator on the UI when the file is being uploaded to the server;
4) In case of error show the callout component to the user which says that the backend error has occurred.
