Cannot run a data import job in any of the hosted ref envs

Overview: After I upload a file to data import and select a job profile, the job does not run. This is happening on folio-testing, snapshot, and snapshot-load, for EDIFACT and MARC files

Current workaround: none

Steps to Reproduce:

1. Log into FOLIO-snapshot-load as diku_admin
2. Go to Data Import
3. Upload a MARC file
4. Select the Default - Create instance and SRS MARC Bib job profile
5. Run the job

Expected Results: The job runs and the imported file appears at the top of the log list

Actual Results: After clicking run, the user stays on the choose jobs page
