Import log summary: add a way to navigate back to the Landing page or View all page

Purpose: To allow the user to navigate back to the Data Import landing page or View all log page, from the Log summary screen

As a staff person working with Data Import
I want to be able to get back to the list of logs easily
So that I can select another one to review

Scenarios

1. Scenario 1
   • Given the Data Import Log summary screen
   • When viewing the screen
   • Then display an x at the top left
2. Scenario 2
   • Given the Data Import Log summary screen
   • When the User arrives at the summary screen by clicking a file name from the list on the Data import landing page
   • And the user clicks the x at the top left of the Log summary screen
   • Then close the Log summary
   • And return the User to the Data Import landing page
3. Scenario 3
   • Given the Data Import Log summary screen
   • When the User arrives at the summary screen by clicking a file name from the list on the View all screen
   • And the user clicks the x at the top left of the Log summary screen
   • Then close the Log summary
   • And return the User to the View all screen
4. Scenario 4
   • Ensure this story passes Accessibility testing
5. Scenario 5
   • Ensure automated testing coverage for this new code is 80% plus and confirm with screenshot
