File upload in progress displays when it shouldn't

Overview: When uploading a file for import, after selecting a job profile, sometimes the users sees a "File upload in progress" screen, which should not display unless that user or another user is uploading a file on the same logon at the same time. It doesn't happen all the time, but pretty consistently.

Current workaround: If you click Resume, you go to the choose jobs screen. Click the Data Import app icon and you'll be returned to the Data Import homepage. The job imports fine, so this is not a high-priority bug - just weird.

Steps to Reproduce:

1. Log into Bugfest as abreaux/admin
2. Go to Data Import
3. Upload a MARC file
4. Start to import it via the secret button

Expected Results: User is returned to the data import landing page, importing job shows in running area

Actual Results: User is returned to the data import landing page, but the upload area displays incorrectly as "File upload in progress"
