Optional sections are collapsed even if contain data

Steps to Reproduce:

Case 1:
1. Log into FOLIO-snapshot as diku_admin
2. Go to Settings/Data import
3. Go to Match profiles
4. Find a match profile with filled "Use a qualifier" or "Only compare part of the value" sections
5. Go to edit match profile screen
6. Review the Use a qualifier or Only compare part section

Case 2:
1. Log into FOLIO-snapshot as diku_admin
2. Go to Settings/Data import
3. Go to Match profiles
4. Find a match profile with empty "Use a qualifier" or "Only compare part of the value" sections
5. Review the Use a qualifier or Only compare part section

Expected Results: On the edit match profile screen section should be expanded and checked because it contains data. On the view details screen section should be collapsed if it contains no data.

Actual Results: On the edit match profile screen section is collapsed and unchecked. On the view details screen section is expanded when it contains no data.
