      Create a basic skeleton for future front-end batch loader Stripes application:

      1. create repository
      2. create a base skeleton for an application (application structure)
      3. configure jenkins file
      4. configure permissions
      5. implement base service to work with BE for main marc file upload, options
      6. implement upload component
      7. implement drag&drop
      8. make base pages for each kind of functional components
