View all logs: User filter contains only users displayed on a specific page

Overview: The User filter contains only users displayed on a specific pagination page, so a user cannot filter the logs by all involved users who performed the imports.

Current workaround: None

Steps to Reproduce:

1. Log into FOLIO-snapshot as diku_admin
2. Navigate to the View all logs page
3. Make sure that there are more than 100 logs imported with different Run by users in the list
4. Check the items in the User filter

Expected Results: The User filter contains all Run by users regardless of which pagination page the user is on

Actual Results: The User filter contains only users displayed on a specific pagination page
