Create a new Data import UI permission for only viewing settings

Purpose: Create a new UI permission called Settings (Data import): Can view only

As a staff person dealing with Data import permissions
I want a view-only permission for the Data Import settings
So that some users can view the settings without being able to change them

Scenarios

1. Scenario 1
   • Given the Data Import permissions
   • When viewing the Data import permissions in the UI
   • Then create a new permission called Settings (Data import): Can view only
2. Scenario 2
   • Given the Data Import UI permission named Settings (Data import): Can view only
   • When that permission is assigned to a user
   • Then allow the user to
     • View all of the Data import Settings
     • But disallow them from being able to Create/Add, Duplicate, Edit, or Delete any of the settings
     • For all settings except Field protections, that means
       • The Action menu for the list of profiles/file extensions (3rd pane) should be suppressed
       • The Action menu for individual profile/file extension details (4th pane) should be suppressed
     • For Field protections, the +New button should be suppressed
     • For an example, assign the permission Settings (Inventory): View list of settings pages to a user and then view the Inventory settings
