Prohibit file upload when there is a draft job in progress

Purpose: To have a way to get back to the Choose Job Profile screen if the user navigates away from it before any jobs are previewed or run

1. Scenario 1
   • Given the landing page with drop zone displayed
   • And there is already a file uploading in progress for that user [perhaps in a separate window]
   • When the user tries to start another file upload on the landing page showing a drop zone
   • Change the third pane to the "Draft job in progress" format (see attached) and allow the user to delete files or resume (return to the choose jobs page)
     • Use the same format as attached, except instead of Draft job in progress for the top line, use File upload already in progress
2. Scenario 2
   • Given the landing page with drop zone displayed
   • And FOLIO is unable to determine whether file upload is in progress for that user
   • When the user tries to start another file upload on the landing page showing a drop zone
   • Keep the landing page's file upload pane in its original format, but add an error message: Request failed. Try again, similar to the attached error screen shot.

NOTE This only applies to work being done by this particular user. If other users are in the process of uploading or working with files, that work must be kept separate from this user's work.
