Courses - Location should not be mandatory, and should be able to be blank

    Description

      When creating a Course, the user should have the option not to assign a location to a course.

      Why? The assignment of a location to a course, then sets the default temporary location for every item assigned to the course. In some instances the library will not want one location assigned to every item, or they may wish for the permanent location to remain for each item.
