Circulation log permissions

Purpose: Allows user access to the Audit reports to enable use of Circulation Log

User story statement(s):

As a librarian,
I want I want to assign staff the ability to access Audit reports
so that so they can access the Circulation Log

Scenarios:

1. Scenario:
   • Given the list of permissions available in the Users app
   • When a staff member wants to add Circulation Log permissions to an individual user
   • Then they should see an option for "Circulation log: All"
