Settings -> Circulation -> "Other settings" behaves erratically.

    Description

      Checking and un-checking patron IDs for checkout behaves erratically.

      Playing around with it for a bit will reveal it. Here on folio-testing.

      All IDs set initially, then open the settings page:

      Un-check all (mimicking the actions of our regression tests):

      Check User name (still mimicking the actions of our regression tests):

      It seems to go well:

      But then reload the browser and go to the page:
