Pre-defined (out of the box) patron notices

This story specifies which patron notices will be out of the box (or pre-defined) within FOLIO. Scenario 1:

• Given the circulation settings application
• Allow administrator to access several "out of the box" or predefined notices
• Provide the following notices:
  • On hold - available
  • On hold - reminder
  • On hold - expiration
  • Request - expiration
  • Request - cancellation
  • Recall
  • Courtesy - near due date/time
  • Overdue
  • Fee/fine charge
  • Receipt for paid fee/fine
