Lost item fee policy: Handle processing fees same as fee amount

While entering and editing Lost Item Process Fee and Replacement Processing Fee, they should be handled the same as Charge Amount for Item.
Charge Amount for Item is always handled as currency, whereas the other two are not (see attachment New-Lost-Item-Fee-Policy-Formats.JPG for details).
Lost Item Process Fee and Replacement Processing Fee are displayed properly (as shown in attachment New-Lost-Item-Fee-Policy-Formats2.JPG).
