Fixed due date schedules dropdown not populated properly

Steps to Reproduce:

1. Go to Settings > Circulation > Fixed due date schedules
2. Create a schedule.
3. Go to loan policies
4. Add a Loan policy with a fixed Loan profile
5. Choose your new Fixed due date schedule.

Expected Results:: Your newly created Fixed due date schedule is in the dropdown and can be selected.
Actual Results: the new Fixed due date schedule is not present in the dropdown. If you reload the page, the Fixed due date schedule appears.

Additional Information: There is a second dropdown on the same page (folio-testing is down so i cannot see what it is called) with the same data behaving the same way.
