    Description

      Open https://folio-snapshot-stable.aws.indexdata.com/settings/circulation/loan-policies
      Click New
      The "Create loan policy" form opens.
      Expected: The cursor is in the "Policy name" text field so that I can start typing.
      Actual: No cursor. When using keyboard navigation only I need to press Tab five times.
