Remove "Frequency" fields from hold or request expiration events w/ send option of Upon/At on notice policy

Requirements

• Remove the After option in the Send dropdow

Given the create or edit mode of a notice policy (Settings > Circulation > Patron notice policy)
When a FOLIO operator selects Hold expiration or Request expiration as a Triggering event
And selects Upon/At as Send in the Request notices section/accordion
Then Frequency fields should NOT be displayed
