Circulation Rules Editor - Add location data fetching

Purpose

To add data fetching (Locations, Institution, Campus, Library) and store them on UI (like it was made for material types, loan types, and patron groups) to provide needed data on UI for the next development steps in the scope of UICIRC-258

Description

The sub-story of UICIRC-258 that is about the extending of the functionality of the existing loan rules editor to include the addition of new hierarchical organization attributes (i.e., Institution, Campus, Library) in encoded circulation rules.
