First field should be in focus for a newly-created loan policy

Purpose: Newly Created Loan Policy in focus with the first field in the form in focus as well.

Acceptance criteria:
In loan policy CRUD, when you click the plus icon to create a new loan policy, the create new form is in focus with the first field ’Policy name’ in focus as well.

Currently it requires a click in the first field to get the field activated, and I can start enter the policy name.
